First of all, Check this thread: Compatibility List, try to find out if your Game Title is currently supported. (most of them are tested on PC only)
[Things you need]
->Android Phone with Portable Wifi Hotspot. (At least dual-core with 512Ram+ for better multitasking)
I recommend the Latest Github Build for multiplayer since the Built-in Adhoc Server was already merged. It's under testing, so your feedback regarding bugs are all welcome.
[Procedures]
1.Turn on your Android's Portable WifiHotspot, tell your friends to connect using their wifi.
2. Then Go to Settings->Networking in PPSSPP
3.Enable Wlan - Check
4.Adhocserver - This is very important, wrong input will cause "freezing". Type 192.168.43.1 for Portable Wifi hotspot [both players should put the same]
5.Enable Built-in Adhoc Server - Check if you're hosting or Just Check it for good, it wont be a problem anyways.
6.MacAddress - Just Click the Mac Address Line to generate a random one, just make sure that it wasn't the same as the other's. (in PPSSPP v0.9.9, Customizing Mac Address is only available in ppsspp.ini file from SDcard\PSP\SYSTEM)
ex: 01:5b:88:69:00:14
7. Start your Game, make sure your game is at 100% speed or closer, use frameskip if necessary (max:1 or else it will be unstable) Don't use Cheats, Save States, Pause Menu, Speed Toggle or Timer Hack during gameplay
